INDIANAPOLIS – When Mike Borgonzi was introduced as the Titans’ general manager, he spoke of free agency in a much different way than his predecessor had practiced it.
 
It would be a supplemental piece to the franchise’s roster-building methods, not a central one.
 
He cited culture builders early in the process in Kansas City who were not prominent players or big contributors: Mike DeVito and Anthony Fasano.

But the Titans have a lot of holes, more than they can fill with eight picks in the draft and only two inside the top 100. Even if they trade out of the No. 1 pick and acquire more, they will need a couple of notable free agents to make contributions.

Tuesday at the NFL Scouting Combine, Borgonzi shared a bit more about the team’s intended approach.
 
“Our philosophy is, we want to draft and develop,” he said, repeating his theme from his January introduction. “That's going to be our number one thing, number one priority. But to be selective is just to have discipline in the process. We're going to have targeted players that we want. And if sometimes that player doesn't come to us, we're not just going to jump to the next player. We're going to have players that we're going to target. And you have to have discipline throughout that process as well.
 
But while the Titans will be careful movers and will be willing to strike out, the level of inaction many were expecting based on his first round of comments doesn’t sound like it will come to fruition.
 
“We're trying to fill probably as many holes as we can before the draft,” he said. “And you're trying to see at this point, you have a free agency board, you have a draft board. You're trying to see the depth in free agency, the depth in the draft, and where you might be able to acquire those players. But you certainly want to try to fill as many holes as you can in free agency and we have some work to do on the roster.”

The Titans have a load of needs: Quarterback, right tackle, edge, receiver, right guard, safety, linebacker, tight end.

Brian Callahan said he will trust that Borgonzi and his staff will make the right decisions based on what's available.

"I'm not the general manager, I don't pick players," he said. "I have input, I'm part of the process. But I trust those guys. They are really smart. They are good at what they do. And whatever those players look like, whatever that process ends up looking like, I've got full faith that we will find the right players for us as we keep building our roster."
